Air conditioning

I do not understand as to why schools feel that it is necessary to limit the use of air conditioning to only the time of year when the temperatures reach 80 degrees or more. In houston, we have often had to test students in rooms that are so hot and humid that I really feel that the scores were probably affected. When I was a student, we had no ac, and I feel that it affected my work. Now, all of these years later, we still deal with the same problem. The heat is just unreal. The administrators think that they are saving money. It is just not worth it.
